This report is based on a sampled survey of heads of 6,400 households across 111 districts in four provinces and the federal capital. The survey is representative of the entire country, excluding 20 of the 131 districts in the country. The survey questionnaire was designed to collect information and data on critical indicators related to households’ engagement with and experience of various aspects of governance in Pakistan, including but not limited to education, health, and municipal services. It is essential to note that the viewpoints expressed in the responses to the opinion questions are solely those of the heads of households and should not be construed as representative of the broader population.
