The Trust for Democratic Education and Accountability (TDEA) developed a nationwide strategy to monitor local government (LG) elections in Pakistan. It included developing observation methodology for both direct and indirect phases of LG elections, including possible clustering or sampling of polling stations on a union council basis. A desk review of international and national best practices was also part of this exercise. A database developer analyzed software requirements and created the appropriate software, and developed the database.
TDEA also wrote a detailed narrative description of each phase of its LG election observation that explained the methodological choices made. It also developed a detailed work plan for the implementation of the methodology.
