Project Background:

The WOMEN’S ENJOYMENT OF RIGHTS, EMPOWERMENT AND LEADERSHIP ( WE’RE Leaders) Project is a four-year initiative, funded by Global Affairs Canada and is being implemented by TDEA. The project aims to contribute to improved promotion and protection of women’s civil and political rights by governments and civil society; increased and equitable participation of women in democratic processes and civic life, particularly young and marginalized women, and improved gender responsive and inclusive systems of governments, democratic institutions and civil society organizations both at national and provincial level.

Job Objective:

The Project Lead will be responsible for achieving the project objectives, outputs and implementation of activities. S/he will provide leadership, direction and strategy for WE’RE Leaders. S/he will be responsible for leading the project team through planning, implementing and managing the delivery activities, reports, knowledge products, and other deliverables approved in the project document or part of the annual work plan. The Project Lead will work under supervision of the Head of Programs.

Main Responsibilities:

Project Management – Financial, Administrative, Grants and Human Resources

 

  • Lead the project team in both substantive and operational matters ensuring optimization of human and financial resources and nurturing a culture of results in accordance with TDEA’s performance standards;
  • Undertake day-to-day management of project in terms of effective implementation and documents progress towards the achievement of outputs;
  • Manage the budget and facilitate budget approvals and processes in line with TDEA and Global Affairs Canada (GAC) policies and procedures;
  • Ensure appropriate recording and accounting documentation as required, and preparation of required financial reports.
  • Facilitate transparent financial management of the project, which is able to stand up to regular audits and evaluation;
  • Work with Deputy Project Lead to overseeing the grants to partners organizations;
  • Prepare work plans, furnish timely reports – financial and progress reports – as required under the contract;

 

Project Planning, Implementation, Communication and Monitoring and Evaluation

 

  • Develop the necessary strategic documents concerning project implementation plan, annual work plan, baseline reports etc.;
  • Work with Deputy Project Lead to oversee the establishment of the Monitoring and Evaluation (M&E) plan of the project and ensure its effective implementation;
  • Guide the development of the project’s communication strategy;
  • Finalize communication products of the project;
  • Ensure branding and marking of project products developed at TDEA or by its grant partners;
  • Ensure gender is integrated and mainstreamed throughout the project’s outputs in light of TDEA-GACs policies on gender equality.
  • Develop Terms of Reference (TORs) for consultants/experts hired on a short-term basis under the project and ensure proper delivery of technical services and submission of technical and other reports;
  • Ensure the participation and involvement of relevant key stakeholders in a manner that the process is inclusive, participatory and transparent;
  • Ensure the timeliness and quality of the outputs as well as timely preparation of reports on achievements and challenges faced in the course of project implementation;
  • Ensure delivery of resources and results according to planned targets;
  • Ensure compliance in line with TDEA-GAC agreement;
  • Promote identification and synthesis of best practices and lessons learned for organizational sharing and learning;

 

Advocacy, Partnerships and Resource Mobilization:

 

  • Establish and maintain partnerships with stakeholders [including government, FAFEN partner organizations, the Commissions on the Status of Women/Human Rights, media houses, Election Commission, local government institutions etc.];
  • Provide leadership and advocate to address policy related issues and other challenges to ensure effective women’s participation and representation in Pakistan;
  • Represent WE’RE Leaders Project at meetings of stakeholders, as and when required or directed; and
  • Any other task assigned by the Head of Programs / Chief Executive Officer

 

Working Conditions:

 

It is a full-time job and the position is located at Islamabad, however, it involves frequent travelling. The job shall likewise involve late sittings and working on weekends/holidays where required by the circumstances.

 

Qualifications and Experience Requirement:

 

  • Minimum Master’s degree in Social Science or related field of study.
  • Minimum 10 Years of experience in Development Sector, 4 years at management level/in leadership role.
  • Demonstrate experience of working for women’s civil and political rights, young and marginalized women, gender responsive and inclusive systems.
  • Demonstrate experience of working with government institutions, media and civil society organizations.

Competencies & Skills:

 

  • Demonstrate strong leadership and management experience.
  • Demonstrate ability to lead and manage teams, manage conflict and resolve problems.
  • Experience of implementing large project, minimum worth USD 2.5 million, knowledge and understanding of financial reports and contractual compliance.
  • Demonstrate excellent communications skills (written and verbal).
  • Fluency in English and Urdu, both spoken and written, and highly articulate.
  • Demonstrate experience of strong internal and donor reporting, maintaining media communications and public orientation.
  • Strong experience in project management, monitoring evaluation framework and program implementation.
  • Highly skilled in use of computer systems, expertise in MS Office and familiarities with online reporting portals.
  • Willingness and ability to travel frequently outside of Islamabad

Reporting:                                       Senior Program Officer (SPO)

 

RESPONSIBILITIES

  • Assist SPO in conducting desk review of monthly progress reports submitted by partner organization (i) HRCP and (ii) AGHS
  • Conduct regular monitoring visits to project intervention areas to monitor below mentioned project activities:
    • Legal services
    • Provincial lobbying meetings
    • Fact finding missions
    • National and international Conferences
    • HRIMS and website
  • Support SPO in programmatic analysis preparation for donor reporting;
  • Prepare work plans, programmatic assessment tools and monitoring visit plans;
  • Assist SPO in coordination with partner organization in program execution and reporting;
  • Prepare detailed monitoring reports and conduct follow up of previous monitoring visit reports;
  • Assist SPO in designing, planning and implementation of capacity building activities for partner organization;
  • Ensure timely report submission by partner organization and assist SPO in technical review of the report;
  • Assist SPO in coordination with all relevant units of TDEA for smoothly implementation of the project;
  • Any other task assigned by the SPO, the HOP or the CEO.

Working Conditions:

 It is a full-time job and the position is located at Islamabad. It, however, involves contingent travelling along the lines of accomplishment of aforementioned responsibilities. The job shall likewise involve late sittings and working on weekends/holidays where required by the circumstances.

Qualifications and Experience Requirement:

  • Education: Preferably Master’s degree in Social Science.
  • Experience: 03 years (preferably advocacy & communication projects)

  • Willingness and ability to travel frequently outside of Islamabad.
  • Demonstrated capacity to work independently and as part of a team.
