Job Objective:
The Program Officer- Monitoring, Evaluation & Learning will furnish periodic inputs/reports to the Team Monitoring, Evaluation and Learning Lead on the basis of regular monitoring of grantees.
Main Responsibilities
His/her primary responsibility will be to assist the Senior Program Officer- Monitoring, Evaluation & Learning in assessing the performance of grantees within the program framework and against identified indicators.
Major Responsibilities:
Monitoring and Evaluation and Inception & Closure
Manage tasks related to grantees performance and activity approvals.
Design monitoring report frameworks and provide tabulated information as required for reports and presentations.
Manage monthly portfolio review, updating progress meter/target vs. achievements on monthly basis and sharing update with concerned stakeholders.
Ensure grant close-outs after completion of each grant in coordination with the grants unit.
Conduct field and virtual monitoring and evaluation of the grantees for the compliance with programmatic direction against defined indicators in the PMPs, as and when required.
Progressively refine and update MEL strategy and related frameworks.
Assist in the development and updating of donor-funded project results frameworks, with support and inputs from the institutional leadership and staff.
Support MEL team in designing and implementing program and project specific evaluations.
Capacity Building and Program Quality Assurance
Analyse reports, identify lessons learned, and impact in order to improve program design.
Work to enhance capacity for quality programming through: training, coaching and mentoring field staff on different donor requirements and Results Frameworks.
Support training and capacity development of field staff of partner organizations on MEL.
Information and Knowledge Management, Innovation and Learning
Develop a database of partners work as per directive and requirement of M&E policy/framework, and ensure quality control and oversight of all M&E and research data.
Ensure updating Grant Management Information System (GMIS) by grantees, post coding and to generate frequent reports as per requirements.
Analyze collected data and convert it into value added information according to project indicators.
Review and refine data collection and verification processes and procedures to ensure that all desirable elements of data are captured by the system.
Coordinate the development of TDEAs annual organizational objectives - key targets that guide programmatic work in any given year.
Refine and improve TDEA’s existing monitoring systems towards increased access and use by staff and implementing partners.
Design and manage an information and knowledge management system to systematically create, share and apply knowledge to better achieve projects’ objectives.
Assist with facilitating reflection opportunities/ learning events, including meetings and seminars
Accomplish any other task as assigned by the Senior Program Officer- Monitoring, Evaluation & Learning and MEL Lead.
JOB SPECIFICATIONS
Required Qualification, Experience and Competencies:
Preferably Master’s degree in social sciences or the relevant field from HEC recognized university, with three (3) years of relevant experience.
Excellent interpersonal and communication skills.
Strong knowledge of M&E methodologies both quantitative and qualitative.
Strong experience of data management.
Well versed in use of Ms. Office (Ms. Word, Excel, Power point etc)
Ability to work in a team and independently.
Detailed orientation, good time management skills.
Fluency in English and Urdu required.
