The primary responsibility of this support function is to assist Financial Management Lead.
Finance Officer will assist the Financial Management Lead for day-to-day transactions, reconciliations, book-keeping, donor and management reporting etc of the Finance Unit.
Preparation of vouchers (JVs, BPVs, CPVs) for the project expenses on daily basis.
Responsible for daily transactions and book keeping.
Preparation of monthly bank reconciliation.
Management of project funds in accordance with donor policies and guidelines.
Coordination with administration for project bills and invoices.
Ensure timely payments to implementing partners
To generate meaningful reports for analysis for management on regular basis, and also support Deputy thematic lead and Senior Finance Officer to ensure these are in line with their compliance criteria.
To support compliance with mandatory requirements of the Government of Pakistan and project regulations, as applicable,
Coordinate with Admin & procurement, Grants and HR departments for the preparation of timely payment of vendors, consultants, employee advances and settlements
To maintain proper auditable documentation for ensuring compliance to the required policies,
Job Responsibility 2: Regulatory Filings
Deposit taxes regularly being deducted on staff salaries, payments for goods and services in accordance with income tax laws.
Deposit GST being withheld on purchase of goods in accordance with sales tax laws in timely manner.
Timely preparation and submission of quarterly and annual WHT statements as per the guide line avaibile under Income Tax Ordinance 2001
Ensured timely regulatory submissions i.e. tax, EOBI and other charges being levied by government.
To facilitate External Audits, Internal Audits and Donor Audits.
Provided documentation required by auditors in timely manner and resolved their queries for audit facilitation
Liaise with other projects, head office and employee benefit fund manager regarding close out to ensure that all payables and receivables have been recorded effectively
Ensure proper Project Close out and final settlements of Implementing Partners on timely basis.
It is a full-time job and the position is located at Islamabad. It, however, involves contingent travelling along the lines of accomplishment of aforementioned responsibilities. The job shall likewise involve late sittings and working on weekends/holidays where required by the circumstances.
Required Qualification, Experience and Competencies:
Preferably, Master’s degree in Finance (HEC recognized university) with three years of relevant experience or ACCA qualified with three years of relevant experience; or CA Finalist / CA Inter articleship completed from QCR firm.
Familiarity with donor’s financial management rules and regulations with respect to contracts will be an advantage;
Excellent IT and Communication skills;
Detailed orientation, good time management skills and resourcefulness;
Fluency in English and Urdu required;
